It's not my job to broadcast things our machines can't do, but
John is right in saying that '386 and higher emulation is not yet
supported on Alpha. If Photoshop depends on instructions only found
in Intel instrucion sets after '386, then it won't run at the moment.
Stay tuned for Photoshop-on-Alpha news, however, as I've heard there
are great things in the works...
